IMC Oregon/SW Washington Chapter Regional Conference   May 17, 2011

Paul CarlsonPaul Carlson, Chairman of the Board, Cascade Microtech. Dr. Carlson has served as a member of the Cascade Microtech Board since September, 1992. He is president and CEO of the Carlson Group of Companies in Olympia, Washington, and a co-founder of several other high-technology firms. Other consulting activities have been in business re-engineering and restructuring projects in Saudi Arabia; Lucent Power Systems; AT&T Microelectronics.

Kitty Powell, Director of Strategy and Innovation, Providence Healthcare. Kitty directs the strategic planning function and the eHealth department helping Providence lead its industry in designing new approaches to healthcare that can deliver better health outcomes and a better customer experience while helping to mitigate the healthcare cost crisis.


David KelleherDavid Kelleher, Acme Business Consulting.
In 2010,the Portland Business Journal named Kelleher to its distinguished "40 Under 40” list. In 2008, Kelleher received the Bonneville Power Administration's Administrator's Excellence Award for special service, a recognition rarely awarded to a consultant. 



Phil KieslingPhil Keisling,Public Sector. Phil currently serves as the Director of the Center of Public Service at Portland State University, which is located within the Mark O Hatfield School of Government. The Center's mission is to connect the faculty, students, and other resources of the Hatfield School with the real world needs and challenges of public and non-profit sector leaders and managers in local, state, federal, tribal, and international settings.

More About Our Blue Ribbon Panelists:

Debra J. Ringold is Dean and JELD-WEN Professor of Free Enterprise at the Atkinson Graduate School of Management at Willamette University. She teaches courses in public, nonprofit, and private sector marketing, marketing research, marketing communications, and marketing and public policy. Debra has been honored with numerous teaching awards as well as Willamette University's Administrator of the Year award 2005.

Her research has appeared in scholarly journals including the Journal of Marketing, Journal of Consumer Policy, and Journal of Public Policy and Marketing, of which she currently serves as the Journal's Associate Editor.

Her recent consulting clients include the Canadian Broadcasting Corporation, Anheuser-Busch Companies, U.S. Food and Drug Administration, Federal Communications Commission and Hewlett Packard. She earned her Ph.D. from the University of Maryland.

Adam Davis is a founding partner of Davis, Hibbitts & Midghall, Inc. (DHM Research). He specializes in quantitative and qualitative opinion research to assist with planning, program evaluation, and communications.

For the last 30 years, he has been advising local and regional governments in Oregon on public attitudes toward land use planning, transportation, and economic development.

Adam designed and implemented the 1992 and 2002 Oregon Values and Beliefs Studies, and has managed numerous projects for Metro, Tri-Met, and the City of Portland, including Metro 2040 and New Look, and Portland's Your City, Your Choice and VisionPDX.

He also has traveled the country assisting other regions in their planning efforts, ranging from projects for the Department of Community Affairs in Alaska to the Tennessee Valley Authority, and from the Southern California Association of Governments to the Ontario Ministry of Natural Resources. He has also done projects on location in Europe and Japan.

John Tapogna, is President of ECONorthwest (ECO), and oversees the firm's overall business strategy and operations. ECO is the Northwest's largest economic consulting firm and works for public, private, and not-for-profit clients throughout the U.S. He specializes in the economics of education, healthcare, human service, and tax policy. Prior to joining ECO, Tapogna was an analyst at the U.S. Congressional Budget Office, where he forecasted the nation's welfare spending and estimated the cost of key congressional legislation.

Paul Carlson, is Chairman of Cascade Microtech. Dr. Carlson has served as a member of the Cascade Microtech Board since September, 1992. He is president and CEO of the Carlson Group of Companies in Olympia, Washington, and a co-founder of several other high-technology firms. Other consulting activities have been in business re-engineering and restructuring projects in Saudi Arabia; Lucent Power Systems; AT&T Microelectronics, as well as development in other startup and early-stage development companies. He has also been a part of joint venture initiatives for municipal telecommunication expansions, community economic development projects, among others. Prior to becoming a consultant, Dr. Carlson was Vice President of Strategy and Business Development, at Honeywell, Inc. from 1988 to 1991. Between 1977 and 1988 he was President and CEO of Oregon Graduate Center, where he also founded OGI Telecomm, a shared tenant service provider (STS). He has served on the boards of numerous high technology and Fortune 500 companies including Frank Russell Trust Company, Tektronix, PacifiCorp, Logic Automation (Synopsis), Cascade Microtech Inc., Barrett Enclosures Inc., Simutech LLC., and Integrated Data Communications (IDC) Inc. Dr. Carlson is a registered engineer in Washington and Oregon and has a Ph.D. in Electrical Engineering from the University of Washington, where he was a Professor of Electrical Engineering for 10 years.

Kitty Powell, Regional Director, Strategic Planning & innovation, Providence Health Services-Oregon.

Kitty directs the strategic planning function and the eHealth department helping Providence lead its industry in designing new approaches to healthcare that can deliver better health outcomes and a better customer experience while helping to mitigate the healthcare cost crisis.

Prior to joining Providence, Kitty was an Internet entrepreneur who chose Providence for her company's health insurance and as the hospital to give birth to her children. Before her entrepreneurial adventures, Kitty was a strategy consultant working on challenging business problems across a number of industries. Kitty has earned a MBA from Stanford University and a BA from Georgetown University.

David Kelleher is principal and co-founder of ACME Business Consulting, a management, operations, project and strategy consulting firm headquartered in Portland, Oregon.

Kelleher formed ACME with his partners in 2002 to help organizations complete critical projects that advance, improve and streamline their ability to do business. In 2010, ACME made Portland Business Journal's list of "Fastest-Growing Private 100 Companies” for the fifth year in a row earning the coveted Lighthouse Award.

In 2008, Kelleher received the Bonneville Power Administration's Administrator's Excellence Award for special service, a recognition rarely awarded to a consultant. In 2007, the United States Small Business Association presented Kelleher, along with his fellow ACME co-founders, the Oregon Small Business Person of the Year Award. In 2010, PBJ named Kelleher to its distinguished "40 Under 40” list, which spotlights Portland's top young business leaders.

Phil Keisling currently serves as the Director of the Center of Public Service at Portland State University, which is located within the Mark O Hatfield School of Government. The Center's mission is to connect the faculty, students, and other resources of the Hatfield School with the real world needs and challenges of public and non-profit sector leaders and managers in local, state, federal, tribal, and international settings.

Keisling's career also includes a brief stint as a campaign aide to former Governor Tom McCall (1978); six years as an investigative reporter and editor for Portland's Willamette Week (1978-81) and The Washington Monthly Magazine in Washington D.C. (1982-84); service as a legislative staff assistant to then Oregon House Speaker Vera Katz (1985-88); member of the Oregon House of Representatives from SE and SW Portland (1989-91); and nearly a decade as Oregon Secretary of State (1991-99). As Secretary of State he focused on greatly expanding performance auditing; campaign finance reform; and making Oregon the nation's first (and still only) all Vote By Mail election system.

From 2000 to 2009 he worked in the private sector as a senior executive with CorSource Technology group, a Beaverton, OR-based software services company.
