Patrina is a native Texan who began her undergraduate studies as an electrical engineering major at the University of Texas in Austin, where she was a National Merit Achievement Scholar and University of Texas Presidential Scholar. She completed her undergraduate studies at Thomas Edison State College and earned her Master of Science in Management (MSM) with a concentration in Human Resource Management from the University of Maryland.
Patrina has also completed numerous graduate certificates in leadership, human resources, and project management from world-renowned institutions including Harvard Business School, Georgetown University, Cornell University, George Washington University, and the Center for Creative Leadership. These programs combined with her extensive professional experience have afforded Patrina a global, well-rounded perspective for effectively and credibly addressing individual, team, and organizational challenges.

Patrina has more than 25 years of experience in effective change management, performance improvement, strategy development, and organizational development. She has held leadership positions at the U.S. Government Accountability Office (GAO), Federal Election Commission (FEC), Department of Navy, and Internal Revenue Service (IRS).
She was awarded the Meritorious Civilian Service medal by the Department of the Navy for her outstanding meritorious service as the region's highest-ranking civilian. She is also the recipient of a Hammer Award from the National Partnership for Reinventing Government for her exemplary contributions to the Internal Revenue Service's modernization efforts.
Patrina is certified as a Human Capital Strategist (HCS) and a Senior Professional in Human Resources (SPHR).
