Dr. Skeer holds Ph.D. and MS degrees in Civil Engineering from Carnegie-Mellon University, Pittsburgh. He received a BS in Civil Engineering from The Cooper Union, New York City, and an MBA in Finance from American University, Washington. The extraordinary scope of Dr. Skeer’s background, together with the depth of experience during more than 25 years of management consulting, encompasses service to major corporations, small businesses, utilities, regulatory agencies, and municipal governments. Dr. Skeer is a Certified Management Consultant, as a member of IMC. He was a Licensed Professional Engineer in New York and New Jersey. He established an independent consulting practice 25 years ago, which included a seven-year period as a Managing Executive Consultant at Navigant Consulting -- a major New York Stock Exchange-listed consulting firm, with project management responsibility for engagements for large corporate and municipal government clients.
Dr. Skeer’s broad business and technical perspectives has enabled him to wade into complex, one-of –a-kind situations to effectively “scope things out.” His strength lies in his ability to address business-oriented issues that require an understanding of the underlying technology, financials, and systems to effectively pull things together in a systematized approach. His independent consulting practice has focused on issues confronting scores of medium and small businesses and startups. Dr. Skeer has assessed opportunities for improved service quality and cost savings; conducted in-depth interviews with company management and operations personnel; and documented findings and recommendations in reports to the top corporate management and regulatory commissions. He has prepared plans and benefit/cost analysis for implementing proposed recommendations. He has provided technical and financial analysis for litigation support and has served as an expert witness. Dr. Skeer has recently authored several books entitled "Realizing Your Potential for Fulfillment and Happiness - A Guide to Personal Awareness and Understanding," and "A Unified Approach to Achieving Fulfillment and Happiness - A Guide to Self-Awareness at Individual and Societal Levels." The objectives are threefold: to enable the quality of life for individuals and societal groups to be gauged in quantitative terms; to provide a basis for measuring how well individuals are faring with regard to maximizing their quality of life; and to offer a systematic approach for establishing strategies and priorities to enhance the quality of life for both individual and societal groups.
